Arturo's twin brother Cesar Salazar, also a qualifier, faced second seed Eric Galvez - but went down 11-5, 11-3, 11-4 to his fellow Mexican opponent.
Galvez now takes on Pan American rival Miguel Angel Rodriguez, the fourth seed from Colombia.
